Froslass. She fades out in the snowfall, then comes right back with a massive Blizzard attack.

I'm not so sure, Froslass could get a one-hit KO on Rayquaza.

nah rayquaza is to fast and it could use dragon pulse

It's really hard to OHKO a Froslass unless the move is super-effective.

Frosslass is ICE/GHOST Type which is effective to DRAGON Type Rayquaza.. it can probably be a one-hit KO for ray ... but ray uses dragon pulse so it might be impossible to be attacked by fross

Froslass is significantly faster than Rayquaza. Even if the particular Rayquaza in question is faster than the Froslass in question, a Froslass that is trained for it can use Ice Shard very effectively.
